Thunderbird "stuck" downloading attachment. How to fix this?

I have noticed that when someone sends me an attachment, my Inbox stays "stuck" receiving the same message over and over. It's common now for me to have a dozen "copies" of the same message. I think the "End Of File" marker is not getting transmitted or received. I can fix this by going on my iPhone and deleting the mail with the attachment, then Thunderbird resumes getting new mail. I have seen this on large attachments, but also on those as small as 1.1 MB.

Note: I am a former network administrator, and have used Thunderbird for years. These problems persist on my old PC (from 2008) running Windows 7 and my new one (2014) running Windows 8.

Usually the anti virus. Norton get more press on it that others, but that might reflect market share. Note that is is exclusively in my experience a POP mail issue. Disable email scanning is Symantec recommended cure.

However Norton does not scan IMAP or SSL secured mail. So it is somewhat uncommon these days as most providers require SSL/TLS
