Library:tags with same name treated as diffrent.

In Library/tags their are 2 tag with same name but they contain different bookmarks. If I tag different bookmarks with same name then they should be considered as "1 tag" .Tags with same name should be merged https://prod-cdn.sumo.mozilla.net/uploads/images/2018-05-30-04-10-53-44a50f.png
