Links in Mac Mail open 2 Firefox windows in Monterey 12.3 if Firefox is not open
Since upgrading to an M1 2021 iMac running Monterey 12.3, clicking on links in Mac Mail opens 2 Firefox windows if Firefox is not open, even though "Open links in tabs instead of new windows" is selected in Firefox.

If I do either of the following when selecting a link in an email when Firefox is NOT open, then only one Firefox window opens, with the selected link. Otherwise, my home page and the selected link open in separate windows.
1. Right-click on the link (or hold down Control while clicking the link) and select "Open Link Behind Mail".
2. Hold down Command while clicking on the link.
In addition, if I hold down Option while clicking on the link, Firefox opens in Troubleshooting mode with just one window, for the selected link.
