I downloaded the the US English version, but it's pulling up in Russian. Since I can't read Russian, I can't even navigate the controls to update anything.

Where did you download Firefox from?
If at www.mozilla.org then it was not necessarily going to be one of the English locales as it goes by your location and OS from useragent.
To be sure you are getting Firefox in the language you want get it from www.mozilla.org/firefox/all/
