Why isn't HTTPS Everywhere part of Mozilla Firefox?

I suggest that Firefox collaborate or purchase EFF on the HTTPS Everywhere add-on and make it a part of Firefox which comes preinstalled. Best practice should be part of the product since many untechnical and/or old people seem to be confused about add-ons in general.
