I just reinstalled Firefox and discover that on some pages the move backand forward arrows work and on some pages they don't.
I have four pages (tabs) open in front of me right now. There are three Google search pages and this page.
On this page the arrows are hi-lited and work, and the same is true on a search page asking about this problem.
Another search page asked how to clear the cache in Firefox. The arrows do not work on that page.
And another asks where I can find a certain blend of oil and the arrows do not work on that page either.
Please don't offer me the solution of un- and re-installing as I just did that.

Note that some pages may rewrite the content via a JavaScript (AJAX) call and on such pages you may not being able to use the Back button.
Pages that load content in an iframe or frame may pose the same issue.
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Firefox/Tools > Add-ons > Appearance).
- Do NOT click the Reset button on the Safe Mode start window or otherwise make changes.
