You can disable the outdated plugin by setting its general permission to "Never Activate" on the Add-ons page. Then Firefox will ignore attempts by sites to use it. Either:

  • Ctrl+Shift+a
  • "3-bar" menu button (or Tools menu) > Add-ons

In the left column, click Plugins. Look for "Shockwave Flash" and change the permission from "Ask to Activate" (I assume) to "Never Activate".

Does that end the annoyance?

Security Issue: Update your Flash Player Version 19.0.0.226

Note: Windows users must download the “Internet Explorer” and “Plugin-based browsers” installers.

Note: Edge on Win10 does not use ActiveX version but its own Flash.

You can see current list at https://addons.mozilla.org/en-US/firefox/blocked/ and the bugs linked in each will explain why Flash player was blocked, which was for well critical exploits.

Only the Flash Player 19.0.0.226 and Flash Player 18.0.0.255 ESR for Windows and Mac OSX are up to date with security fixes from Adobe.

Most of the versions from Adobe since ever December 11 and 12, 2014 have been affected by proven in wild critical exploits as to why pretty much all previous versions have been on blocklist and soft blocked as a result.

The Flash Player versions were not added to blocklist in period between Feb 2013 and Dec 2014 because the security issues were not severe enough at time. Mozilla only adds versions of Extensions and Plugins when they are of SEVERE stability, performance, malware and especially Security (for Plugins) concerns. When Flash Player versions got added to list again in Dec 2014, it became apparent that many were still using old insecure versions of Flash as they came here asking why it was blocked.

With the old Flash Player 17 you have, it has been very vulnerable as the last update 17.0.0.188 came out May 12, 2015 according to Adobe as https://helpx.adobe.com/security.html#flashplayer shows. It is not a safe version to have as "Always Active" in Firefox.

What FredMcD said above for needing to install IE version is misleading as it is not needed for Flash to work in Firefox and is only needed if you use Flash in IE as it should be kept up to date if used.
