My top task bar shows only when I click ALT How do I get it to show permanently. I tried tools, options , tab but can't see how to resotre permanently

A few days ago, the top task bar disappeared and shows only when I click ALT. I searched the obvious places,copied off 9 pages of instructions, all Greek to this novice pc user. All I want to do is to have it restored permanently so I don't have to click ALT when I want to go to bookmarks.

After pressing Alt to temporarily display the menu bar, in the View menu select Toolbars, then click on "Menu Bar" in the list to select it (when selected it will have a tick next to its name). That should permanently display the menu bar.
