Is the pointer's rollover and hover different from 6.x?
The arrow does not change to a hand when hovering over an active area.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).

Additional observation: MouseOver works if I scroll the page to a link below or above. The page in question is: http://graphical.weather.gov/sectors/loxWeek.php#tabs
Another instance is NoScript 2.1.5's toolbar icon.
That is all done via JavaScript, so make sure that NoScript isn't blocking any JavaScript on that page.
