Timestamps are showing UTC time instead of system time.

My Firefox browser in Windows 7 x64 shows times in UTC time instead of my system time, which is set to EST (UTC -05:00), adjusted for Daylight Saving. When I sign in to my gmail account, all emails show up as being received 4 hours in the future. Also, javascript:new Date() also shows 4 hours ahead.

However, when I do the same in IE, it displays the local system time correctly. This has been occuring randomly on multiple computers in my organization. Once it starts, the only fix I have found so far is a complete reinstall of the OS. That corrects it for a while, until something corrupts it again.

This also affects other non-microsoft applications, but I was wondering if anybody here has experienced this, knew the cause, and hopefully has a solution. Thank you.
