Windows Defender is off and reports error Ox800106ba. How can I put it on?

Windows Defender is turned off. Whenever I try to turn it on and open it, a message says that Windows Defender encountered an error: 0x800106ba and that a problem caused this program's service to stop. It suggests that to start the service, restart your computer or search Help and Support for how to start a service manually. Restarting my computer didn't solve the problem.
