Help contents not working in Thunderbird 31.1.1

When I click on Help/Help Contents - the tool bar goes gray, but, does not open help.

Here, it opens a browser window at

It's not exactly traditional help. Zero context sensitivity. :-(

After restarting the computer, the problems I was having disappeared.

I have this problem too. For the first time in 11 months.
