The list of recent files does not appear in Thunderbird when I want to add an attachment when sending an e-mail. As a result I have to search through my directories, which is time consuming as I have many with multiple sub-directories. I am using Windows 7 and thunderbird v.17.0.3, released: February 19, 2013. On my other laptop, which is running XP the recent document list appears no problem.

To Add Recent Items to the Explorer Favorites, see the last paragraph of this post:

It's then possible to have Recent items as well as Recent Places in Explorer, and the Attach File(s) window.

Your asking questions about Windows and it's recent file list in a Thunderbird forum and apparently think someone should send you some sort of recent information on a Thunderbird feature that does not and never has existed.

It did and apparently still does in Windows. Thank you Mr Howes, I was unaware it could be resurrected. When enabled in Explorer I assume appears as a folder in your file picker. I have no idea because I do not use it, but there is no point getting upset with the people here for explaining your looking for a windows feature.
