can't open downloads, don't know where they go after downloading

I click on the downloads arrow and ask to show all downloads, when this window opens I click on open containing folder but nothing happens. the only time i am able to read what has been downloaded is immediately after the download is complete, then when I try to go back at a later time to read, I am unable tol

Is Open and Open Containing Folder grayed (disabled)?

If that is the case then the files are no longer in that location.
The most likely cause of downloads disappearing is anti-virus software that scans the files and decides to remove or quarantine them.
You can check their settings.
