On ESR 52, how do I tell Firefox to not save my Download history?

I want to keep my browsing history. I don't want to keep my Download history. I want to see that earlier today I visited www.firefox.com but when I click on the "download icon" in the top left, I want that to always be completely empty regardless of what I downloaded today.

This has nothing to do with the Downloads folder or where it actually put the file I downloaded. The files themselves are already stored in a secure location after the transfer happens. I just need to have a completely empty list when clicking on the little download icon, without any interaction or manual cleanup needing to be done by the user.

Press <Control> J to open the Download Manager. There is a 'Clear Downloads' button on the menubar.
