I go to a japanese dentist web site in washington state and it's all numbers and does not traslate to japanese although I do have japanese selected in my laungage block along with english. Why won't any site I go to that are japanese web site translate.

What is your Operating System?
If you are on Windows XP then make sure that you have installed East Asian language support.
