Format menu missing when editing an old message as new
When editing a message as new the "Format" menu item is missing. It should be available, e.g. to make a block of text Courier.

'Format' is only available for HTML messages. If it doesn't appear when you Edit as New Message, hold Shift while you make the menu selection. In the same way, this will launch the new message as plain text format if the normal selection produces an HTML message.
