How can I prevent Firefox from opening PDFs sent as attachments, but keep previewing when inline?

I want to be able to view inline PDFs in the browser, and download PDFs sent as attachments, without opening them in Firefox. I've searched the forum, tried different combinations of download settings and toggling `browser.download.open_pdf_attachments_inline` but no dice, either Firefox downloads every file (inline or attached), or it opens the local file in the browser.

I respect that the PDF viewer in Firefox is great, and I want to keep using it when I choose. Right now, I have a download progress that pops up, then the browser becomes unresponsive and switches to the new tab, which is disrupting.
