Outdated picture does not get updated

I encountered a strange behaviour, which doesn't seem right to me, as follows:

  1. I load a webpage with a picture
  2. I right-click onto the picture and "Open image in new tab". The picture is shown in the new tab.
  3. I replace the picture on the server
  4. I reload the first tab. It correctly shows the new picture now.
  5. I go to the second tab again. It still shows the old picture (so far that is obvious and expected)
  6. I reload the second tab. It does *NOT* update the picture!

Retrying this with Developer/Network opened on the second tab shows the size of the *NEW* picture and "cached". (304 Not Modified) That would be correct (because the picture was already downloaded in the first tab), but I might suppose the page shoud then change to the new picture.

When I engage the "Disable Cache" checbox in the Developer, things work as expected - but that seems quite obvious.

This is FF 128.6.0esr, built for FreeBSD 13.4

Cross-Check: chromium also reports 304 Not Modified, but does update the picture in the second tab on reload.
