browser.download.manager.scanWhenDone not working
I have browser.download.manager.scanWhenDone set to false but my downloaded files are still blocked. I remember this was working well in the past.

hello, this preference won't have an effect anymore in current versions of the browser. maybe you have to (temporarily) turn off the option to block reported attack sites within the firefox menu ≡ > options > security to get around the warning about a downloaded file.

How do you mean still blocked? The download won't start? Stops before done? Done but locked out?
Note. Most anti-virus programs have a setting to scan downloads.
No, files are downloaded correctly, but after that getting blocked by some windows7 policy, firefox or whatever (I'm not using antivirus). Like on the image bellow.
This two firefox settings set to false ware working for previous versions so files didn't get blocked

Sorry, that is a dialog from Windows, not Firefox. Doesn't the Unblock button work?
If not, take a look at Microsoft Security Essentials for the setting for that. Or seek support from Microsoft.
Button Unblock work's fine ! But every file downloaded by Firefox is flagged as "came from another computer on internet...". In the past by using those two settings from above Firefox was just saving files to downloaded location without telling to OS that those files came from another location so I don't have to right click every file and click Unblock from it's properties. It is annoying :(
Firefox only seems to inspect a registry key.
