The GIS site might give you the option to export your maps as PDFs or as image files. Before going to the site, you could load the maps, export them as a PDF or image, and transfer them to your phone (perhaps using a USB cable, or by emailing them to yourself).

Otherwise, it would definitely be worth checking to see whether the GIS site offers a mobile version. I'd recommend contacting the site owners and explaining to them how useful this would be for you.

Silverlight is made by Microsoft and unfortunately Microsoft only offer Silverlight for PCs and Macs, so it won't be possible to install it on your Samsung S5.

Could you try your GIS maps again on a computer? If you need to install Silverlight on your computer, this link will do the trick. :)
