Thunderbird IMAP new messages not refreshing

New email is not being synced consistently for my Exchange 2013 mailbox via IMAP

Forcing Thunderbird to check for new email shows no new email. If I restart Thunderbird I will get the latest email, also if I force Thunderbird offline (little computer screen icon on the bottom right) then go back online I will also be able to receive new email. If I leave Thunderbird after some amount of time (hours) I will get updated email.

Behaviour happens using Linux/Thuderbird latest version as well as Windows 8.1/Thunderbird lastest version.

Right click the account in the folder and select settings, in server settings select advanced and ensure the use idle if available is selected.

Thanks for the suggestion the setting was already selected. I am digging through some logs and hopefully discover what is causing this behaviour.
