The OpenH264 plugin is used for WebRTC (Hello) and not for playing media files, so media.gmp-gmpopenh264 prefs wouldn't apply the the DRM module.

Currently, Adobe Primetime is only available in Windows Vista/7/8 and above when using 32-bit versions of Firefox.
Mac OS X, Linux, Windows XP and 64-bit versions of Firefox are currently not supported.

Yes, I am aware it does not, I was simply being thorough by including all config options in the categories that may be relevant to the problem.

I see 64-bit versions of Firefox are not supported, that does not explain why it is installed on another computer that is likewise using 64-bit Firefox 39. Perhaps the information is outdated?

In the case it is not, may I suggest to improve the notification tooltip to say "Current version of Firefox is not supported by this plugin" or something, instead of implying the plugin will be installed shortly, but never does?
