firefox 44 passwords/logins disappeared
When I opened options security all my saved host and password data was gone. Opening saved logins I found nothing--no data. I am having to rebuild my site, user name and password data from scratch. Thankfully I exported (most of) this information to convey it to my will executor, so I have 4 pages of printout to help me. WTF.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options) key, and then starting Firefox. Is the problem still there?
Look on your desktop. Do you see a folder called; Old Firefox?
https://support.mozilla.org/en-US/kb/recovering-important-data-from-an-old-profile
https://support.mozilla.org/en-US/kb/back-and-restore-information-firefox-profiles
Please note that the Saved Password Editor 2.9.5 was installed just today as an attempt to find my old data
My desktop does not have a folder "Old Firefox"
In my profile the key3.db is present, but will not import
is logins.json present (and not empty) as well, as those two files work in tandem?
logins.json is present, but was 1 kb then and now that I have been rebuilding my logins from scratch it is 5 kb
i am sorry for this issue - as it looks at the moment this happens for a small number of users with an unforeseen configuration, probably triggered by a preference set by the Norton Identity Safe addon, which is present in your case as well. firefox developers are working on a mitigation for that problem as we speak, but unfortunately that can not help after the fact, when passwords are already lost...
I did suspect that a Norton conflict might happen, but thought Norton was disabled. My extension list has bulked up the browser so that problems are more likely, anyway. Thankfully I have a printout of the saved passwords and can recover reasonably well with less work. Thank you all for looking into this.
These can't get your data back, but will help in the future.
These add-ons can be a great help by backing up and restoring Firefox
FEBE (Firefox Environment Backup Extension) {web link} FEBE allows you to quickly and easily backup your Firefox extensions, history, passwords, and more. In fact, it goes beyond just backing up -- It will actually rebuild your saved files individually into installable .xpi files. It will also make backups of files that you choose.
OPIE {web link} Import/Export extension preferences
I'm not sure is you can have file history have made a previous copy available.
Passwords can possibly get lost under these conditions:
privacy.clearOnShutdown.passwords = True privacy.sanitize.sanitizeOnShutdown = false
Note that privacy.clearOnShutdown.passwords is no longer supported in current releases (Bug 1102184) because of issues with Sync, so you normally wouldn't have this pref as user set.
- bug 1242176 - All passwords deleted upon startup if privacy.clearOnShutdown.passwords = True but privacy.sanitize.sanitizeOnShutdown = false
Please do not comment in bug reports

I have an external drive for automatic backup, but I don't see my app data for the roaming user. Apparently I noticed this last September and did not upgrade the backup utility (from the free version) at that time. It seemed to me that I would have been worried enough to save important data some other way and so I checked several 32 gig thumb drives and found the Firefox profile backup made 09/15/2015. My ultrabook with Windows 10 and Firefox 44 (configured similarly to my desktop) also had lost its logins. I copied the logins.json and key3.db files to the ultrabook profile which restored things to that earlier date. Also on the thumb drive were the xml and txt files from my export of the passwords done at that time and which I had the printout for. Thank you all for the help. This issue demonstrates the importance of vigilance to constant backups. I have another 2 gig external drive but I have not checked that one to see what it DOESN'T backup. My bad.
In the event that the passwords information is lost, you should record all information in a separate text file somewhere else on your hard drive, or written down. You can easily copy and paste if you need to do so. If you are concerned about someone else looking at that file, you can compress it using a password.
