I found the answer to my question submitted a few minutes ago. Sorry for any inconvenience, I somehow got to the customize Firefox page and happened to see the tabs not on top button. My previous question is answered.

Hi lvergon, we see your previous question, note that browser.tabs.onTop not exist from firefox 29.x and above.
