Account Settings is on the Tool menu when you use the Menu Bar. The menu bar is hidden in newer versions. Pressing the Alt makes it appear. Account Settings is a menu of is own in the new menu system.

To add a new account from the menu bar you select File-New-Existing Mail account

In the new menu system it is File-New Message-Existing Mail Account
