When I open new tabs I need press `ctrl + shift + k` for display webconsole. How to make it appear every time you open a new tab?

I don't believe there is currently a way to have the Web Console automatically open on new tabs or new windows.

Maybe use the Browser Console instead (Ctrl+Shif+J) and tick the box to include "Show content messages". If necessary then clear the console log.

Maybe in the 'about:config' settings there is this option?
