to reopen all tabs to select one it says to type '%' in the URL. however, that does not work and there is no example so maybe i am doing something wrong?

Do you have "open tabs" enabled for the suggestions in the location bar? You need to press the space bar after typing the '%' => '% '.

The location bar drop-down list can show history items, bookmarked pages, pages opened in tabs, top sites, and search suggestions. You can set what suggestions show when you enter an URL in the location/address bar bar.

  • Settings -> Privacy & Security
    Address Bar: When using the location bar, suggest:
    History
    Bookmarks
    Open tabs
    Top sites
  • Settings -> Search -> Search Suggestions
