why, when i click 'download' to get software from a site, am i not asked where to download to?

I'm trying to download .wav to .mp3 converter. I tried a couple sites and both times, when i click on download, it doesn't ask where to put the download but just starts downloading...and i don't know where to.

Tools > Options >> General - Downloads = Save files to That is where your downloads should be.

To be asked for the save location for each and every download: Tools > Options > General, Downloads section, check "Always ask me where to save files"
