I can't add bookmarks new folder button showing but not highlighted or working any ideas

When I click the dropdown to create booksmarks new folder the button is not highlighted and dosn't work. Was working but stopped for some reason . The only way I can create a new folder is in the side menue, which means I have to manually move the bookmark into the folder. Any idea how to fix, brianb.
