Do you mean German in the user interface (menu bar) or are web pages in German?

  • "Clear the Cache": Tools > Options > Advanced > Network > Offline Storage (Cache): "Clear Now"
  • "Remove the Cookies" from sites that cause problems: Tools > Options > Privacy > Cookies: "Show Cookies"

You may also need to check the connection settings in Tools > Options > Advanced : Network : Connection
