When you open a new tab its always a blank page by default. If that it is not happening then an extension has changed that behavior and you probably you must find and disable that extension.
After disable the problematic extension, if you want to open homepage in new tab or other page use 1 of these add-on:

Hi,
This functionality could have been added by an add-on. You can try to change the new tab to Google via the add-on settings in Tools (Alt + T) > Add-ons > Extensions. If unsure of the settings you can also click on More and Home Page. This will hopefully lead to the FAQ or the settings help of the add-on. Please note that if there are many add-ons you may have to find the correct add-on.
