How do I export web links or pages in a bookmark folder to another persons email address?

You can create a single jumbo-sized file containing all your bookmarks. This exports out as a web page so you can view it and follow links directly from the page. Alternately, it can be imported into someone else's bookmarks.

As for how to send it, email attachment probably makes the most sense, assuming you don't view it as confidential. If you view it as confidential, you might use a zip archiving utility to zip the file with a password before sending. Of course, send the password separately from the file.
But maybe you don't want to send every single one of your bookmarks... Unfortunately, there's no built-in feature to export just part of your bookmarks. As a workaround, you could try this: export your bookmarks, then open the file in Firefox. Select the part you want to send (e.g., using the mouse), right-click>copy, then paste into the email message. The links should be clickable there just as they were in the document you copied from. Any luck?
Or there might be an add-on that offers the feature of exporting specific folders of bookmarks.
Export the bookmarks to an HTML file like posted above and edit this file to remove unwanted bookmarks or alternatively copy the wanted bookmarks to another file.

If you have an HTML editor then you can use the clipboard and copy and paste that folder or selected bookmarks from the Library or Bookmarks sidebar to this editor.
A normal text editor will only paste the link and not the name of bookmarks.
