When i click on the short cut it does not open firefox but if i hold the cursor over the short cut it shows the tabs from last time but will not open them
but if i hold the cursor over the short cut it shows the tab from last time and how many pages are from my last visit but will not open them no matter how many times i click on it

You are hovering your mouse pointer over the Windows 7 Taskbar icon for Firefox and seeing little tab images? I think that means Firefox is still running.
Are you able to hover over and click on any of the preview images?
If you right-click the icon and click Mozilla Firefox, does a new window open to your home page?
