If you are using the new AppMenu button there is a Folders menu in the main listing with Unified under that.

Most of the existing documentation is based on using the menu bar that is hidden in newer versions of Thunderbird. Pressing the alt key or F10 reveals hidden menu bars in most applications, including Thunderbird. You can turn the old toolbars back on so they show all the time by using the menu bar and selecting View-Toolbars and clicking them back on. Some programmer thought it would be cute to move all the menu choices around under the AppMenu button. They need to spend some time here answering questions from confused users.
