Cookies are stored in the cookies.sqlite file in the Firefox profile folder. All exceptions including cookie exceptions are stored in permissions.sqlite.
If you can to inspect this file then you need an application that can manage SQLite files like the SQLite Manager extension in Firefox.
You can use this button to go to the current Firefox profile folder:
- Help > Troubleshooting Information > Profile Directory: Show Folder (Linux: Open Directory; Mac: Show in Finder)

- C:\Documents and Settings\<user>\Application Data\Mozilla\Firefox\Profiles\<profile>\
"AppData" (XP: Application Data; Mac: ~/Library; Linux: ~/.mozilla) is a hidden folder.
