environment: Windows 10 Pro 64-bit Firefox version 56.0.1 (64-bit) "Firefox is up to date" menu path: Tools|Options| [any sub category]

This quirk started in 2017. I can't scroll down the page of any sub category of Tools|Options. I miniaturize the page using ctrl - which works to a certain extent, but only goes so far. Not all the pages can be seen whole and the font is extremely tiny. I have a legacy Logitech marble mouse, with double click speed set at medium, using a generic Windows 10 driver. "The device is working properly". Searching abroad on the internet has yielded no fix. Thanks for looking into this.

Do you have a scroll bar visible?

Start Firefox in Safe Mode to check if one of the extensions ("3-bar" menu button or Tools -> Add-ons -> Extensions) or if hardware acceleration is causing the problem.

  • switch to the DEFAULT theme: "3-bar" menu button or Tools -> Add-ons -> Appearance
  • do NOT click the "Refresh Firefox" button on the Safe Mode start window

In Firefox 56 you can set this pref to true on the about:config page to revert to the previous design of the Options/Preferences page.

  • browser.preferences.useOldOrganization = true

You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.

Thank you both, for your help. I chose the Safe Mode solution only because I prefer using the mouse. In normal mode, my Firefox in Options shows a "mock" scroll bar that doesn't move and is indented to the middle of the page where it does not belong. In Firefox Safe Mode, the scroll bar is on the right hand side of the page where it belongs and works. That's good enough for me.

Note that you might be using a broken theme if you aren't using the DEFAULT theme.

You're spot on, Cor-el. I am using a Legacy theme, Firefox 2, The Theme Reloaded. As soon as I switched in Add-Ons to the Default Theme for Firefox 56.0.1, the scroll bar took position and works perfectly!

So, if I keep my Legacy Theme, I know what to do. Thank you.
