Is there a way to create a filter where when an email comes in a notification is sent to another email address? I don't want to forward the whole email.

A Message Filter can only Forward message to another email address. So you would get the full email.
You can only Reply with a template, but that would reply to the sender and not you. This is not what you are looking for.
I would just set up the receiving account on the mobile and get notifications directly.
