I got the yellow dot on the download arrow several times during the last couple days & I've never seen this before.

Your link about managing download files says to "click on the right-facing arrow to choose what to do with the file". https://support.mozilla.org/en-US/kb/where-find-and-manage-downloaded-files-firefox

I always get a "failed" message, however I never get a right-facing arrow that lets me choose anything.

I've been downloading files from the same forum for several years & now Firefox says they are unsafe & gives me no way to override the failed message.

How can I get the files downloaded?

If there is still a problem, Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.

A small dialog should appear. Click Start In Safe Mode (not Refresh). Did this help?

While you are in safe mode;

Try disabling graphics hardware acceleration in Firefox. Since this feature was added to Firefox it has gradually improved but there are still a few glitches.
