Turn on Sync loads to a screen with a blue circle and does not allow me to turn on sync. Has anyone come across this issue before?

Hello, on both versions 66.0.5 and 68.0.1, when trying to Turn on Sync it navigates to a new page with a blue circle that doesn't spin. I've tried to uninstall/reinstall several times (even deleted registry, removed profile), updated Adobe Flash, tested in safe mode etc. Has anyone come across this issue before? Thanks
