Thunderbird Version 102.1.0 - "fetch headers only" is ignored and entire message is downloaded

MY wife and I are both using a single Mac with Big Sur (11.6.8), and our email is POP with different email addresses. My wife and I both use the "fetch headers only" option in Account Settings/Server Settings but Thunderbird Version 102.1 ignores this option and downloads the entire message. Please help. There are currently no bug reports open in this area. So it seems unlikely this would be broken. But please file a bug report at https://bugzilla.mozilla.org/enter_bug.cgi?product=Thunderbird
