You will not find anything under Tools to help you but "Alt" would show you the menu bar and from there you can click on the "Tools" menu. The problem that you have is with with Aero transparency. The toolbar you are having a problem with is the title bar which is shared with the tabs bar so you have two things that were messed up by a lack of understanding of what users have chosen or want. You will not see these problems within Internet Explorer whether transparency is on or off.
