FF not running, but something thinks it does. I cannot restart my computer. cannot trash Firefox.app to re-install

I am on an iMac, 10.14.6 (Mojave)

Firefox stopped responding. I force quit it from the Activity monitor. Tried to restart FF using the icon on the doc - nothing. Tried to restart it using Launchpad - got a message that it is not responding. Activity monitor does not show FF running. Neither does a "ps -ef" terminal command. When trying to restart the computer, restart is stopped because FF is open... When trying to trash Firefox.app - I cannot, get a message that the application is open.

I guess I can force my computer to shut down by turning off electricity? Anything less drastic I can do?

I forced my computer to shut down and now everything looks normal.

Sometimes something gets 'stuck' and a system shutdown is needed to clear the problem.
