If you want to leave feedback for developers, you can go to the Firefox Help menu and select either Share ideas and feedback… or Submit feedback…, depending on your Firefox version. Alternatively, you can use this link. Your feedback gets collected by a team of people who read it and gather data about the most common issues.

I would like new tabs to be split into two functions instead of the single "+" as it is now. If we had a small "Home" icon as well as the "+", users could choose a new tab to be identical to their home page or to be as it is now with the previously opened page suggestions. Where do I go to suggest this?

We do have a small Home icon in the Customize menu unless you are already using it for Homepage elsewhere.
