Scrolling Speed too Fast when dragging Bookmarks up or down Bookmark Sidebar

I'm organizing my bookmarks in the Sidebar and have lots of folders and dividers to keep things organized into categories etc. When grabbing a bookmark at the bottom of the list, I start to drag it to the top to get it to a folder in the middle but as soon as I get close to the top the scroll starts and accelerates to a high speed immediately and I scroll all the way to the top. I want to know if there's a way to slow down either the top speed or the acceleration of the scroll, because at this point I cannot finesse it enough to get to where I want.

The side bar may not be the best place to do that. The library (ctl+shft+o) enables you to drag bookmarks in the right pane to folders listed in the left pane. Open folders as necessary in either pane.
