Where are you finding this button in Thunderbird? There is no Pop Up Add Block button native to Thunderbird.

If you have installed an add on to give this function then you need to ask the add on author how their software works. Add ons are created and supported by 3rd party software creators.

Where are you finding this button in Thunderbird? There is no Pop Up Add Block button native to Thunderbird.
