I have cleared cash as instructed by CitiBank. I still cannot logon.

Try History > Clear Recent History > select Cookies and choose All for the time range. You can also clear cookies for the website only by right-clicking the bank’s page > View Page Info > Security > View cookies.
If that doesn’t help, try History > Show All History > enter 'citybank' in the top right and delete all history entries.
