On install of Firefox I asked to import Favorites from IE. only a few were imported. When I try the method through "HISTORY" same number of favorites are imported.

This incomplete importing sometimes happens for unknown reasons.

You can manually export your bookmarks from IE and then import them into Firefox using an HTML file as an intermediary format. This thread has the steps: Only 1/3rd of my bookmarks imported from IE. How do I move the rest?
