Once history has been removed, it is no longer stored. However, in the future there are tools that can be used in order to create backups.

You can't prevent other users from deleting the history. If you want to monitor users (children) or have record of the history of visited websites then you should do that on the OS level with parental control software or with a password protected logging feature in the router.
