Mozilla has no plans to develop a version for Windows Phones any time soon.

They currently have desktop Firefox for Windows, Mac OSX and Linux. Mobile Firefox for Android 2.3+ on ARMv7 and Intel. Also development of the Firefox OS and more recently the Firefox shell browser for iOS.

Mozilla did many years ago with a mobile browser experiment called Minimo make it for the then mobile Windows phones before changing to Android.
